OSHA 29 CFR 1926.1153 requires employers to provide training to all construction workers who are or may be exposed to respirable crystalline silica at or above the action level of 25 micrograms per cubic meter of air (25 µg/m³) as an 8-hour time-weighted average. In practice, nearly all workers who perform tasks that generate dust from concrete, stone, brick, mortar, and similar materials need this training. Employers must also designate a competent person to implement the written exposure control plan.

OSHA Table 1 is a key component of 29 CFR 1926.1153 that lists 18 common construction tasks that generate silica dust (such as operating a stationary masonry saw, using a handheld grinder on concrete, and performing abrasive blasting) along with the specific engineering controls, work practices, and respiratory protection required for each task. When employers follow Table 1 exactly, they are not required to measure worker exposure levels. If a task is not listed on Table 1, or if the employer does not fully implement the specified controls, they must measure silica exposure and keep it below the permissible exposure limit (PEL) of 50 µg/m³.
