A Health and Safety Plan (HASP), also called a Safety Manual, is a written document that outlines an organization’s policies, procedures, and responsibilities for protecting employees from workplace hazards. It typically includes hazard identification and assessment, standard operating procedures, personal protective equipment requirements, training requirements, emergency response procedures, recordkeeping, and program evaluation. OSHA requires employers to maintain workplace safety programs, and a written HASP is the foundation of compliance.

Under OSHA’s General Duty Clause (Section 5(a)(1) of the OSH Act), all employers are required to provide a workplace free from recognized hazards. While OSHA does not require a single universal written safety plan for all employers, many specific OSHA standards (including 29 CFR 1910.120 for HAZWOPER operations) require written health and safety plans. In practice, all employers benefit from having a documented health and safety plan to ensure consistent compliance, reduce workplace injuries, and protect against OSHA citations.

The course takes approximately 90 minutes to complete. Because it is self-paced, you can complete it in one sitting or over multiple sessions at your convenience. Most students finish within a few days. You have 6 months from your enrollment date to complete all coursework. A company health and safety plan is a comprehensive document covering your organization’s overall safety policies, procedures, and training requirements that apply across all operations and locations. A site-specific project health and safety plan is a targeted document developed for a particular job site, project, or operation. It addresses the specific hazards, controls, and emergency procedures for that particular location or scope of work. This course teaches how to develop both types.

The course covers: understanding OSHA regulations and employer compliance requirements; the step-by-step process of developing a health and safety plan; company-wide safety plans vs. site-specific project safety plans; environmental protection segments including spill prevention and cleanup methods; hazard identification and assessment; standard operating procedures (SOPs); employee training requirements and documentation; personal protective equipment programs; emergency response and action plans; recordkeeping and OSHA reporting requirements; and annual review and evaluation of safety programs.

You receive a printable certificate of completion that documents your training. Employers and regulatory agencies across all 50 U.S. states accept this training.

OSHA requires written safety plans under several specific standards, including 29 CFR 1910.120 (HAZWOPER), 29 CFR 1910.146 (Permit-Required Confined Spaces), and 29 CFR 1926 Subpart AA (Confined Spaces in Construction), among others. Even where a written plan is not explicitly mandated, OSHA strongly recommends that all employers develop and maintain a written health and safety program. A documented plan demonstrates compliance with the General Duty Clause and can be critical evidence in the event of an OSHA inspection.

There is no federally mandated expiration date for this training certificate. However, health and safety plans should be reviewed and updated annually, and whenever workplace conditions, hazards, or regulations change. Refresher training is recommended to stay current with evolving OSHA standards and best practices for safety program management.
